History of changes:

The bylaws proposed revisions will be discussed and voted on at the national conference in early November. Our COR officer, Amy Busse, has provided a summary. Please send your comments back to Amy.

Current Language:

B. The voting membership of the council shall consist of:

1. One representative for each 100 voting members or fraction thereof, not to exceed four, elected by the members of each professional section;

2. One representative for each 100 voting members at large or fraction thereof, not to exceed four, of each region, elected by the members at large of each region;

3. One representative for each 100 voting members or fraction thereof, not to exceed four, of those who do not reside in a region, elected by the international members to be represented; and

4. One collegiate representative for each 1,000 collegiate members or fraction thereof, not to exceed two, of each region, selected in accordance with the procedures of the region.

Proposed Changes:

B. The voting membership of the council shall consist of:

1. Two voting members from each region serving staggered terms. One shall be elected each year by and from the voting members of that region for two fiscal years;

2. One collegiate member from each region, elected by and from the collegiate members of that region for one fiscal year;

3. Two international members, one elected each year by and from the voting international members for two fiscal years; and

4. Up to two special representatives nominated by the speaker and elected by the council to serve for one fiscal year or remainder thereof. The special representatives may be from any membership category or may be nonmembers. Prior to the commencement of their terms of office, the incoming speaker may nominate and the incoming representatives may elect one or both of the special representatives for a term to being July 1. If elected after July 1, the special representative(s) shall serve for the remainder of the fiscal year in which elected.

5. No two representatives from a region may be from the same section or MALs.

6. Election shall be by plurality vote. In case of a tie, the winner shall be chosen by lot.

7. Regions and international members may use the Society election ballots or may conduct their own elections. If a region conducts its own election, it must report its representatives to headquarters by May 15. If a region fails to report by May 15, those position(s) shall automatically revert to additional special representatives for the remainder of the term.

Proviso:

1. This amendment shall take effect July 1, 2009

2. For the first election held, the member having the highest number of votes will serve a two-year term and the member having the next highest number of votes will serve a one-year term.

The result for us? Instead of each section having at least one voting member in the COR, only two representatives will be selected for each region. Not all sections will have a member in the COR - but they will be represented at the regional level. This is meant to resolve the current limited productivity of the COR, which some believe is caused by having too many people involved.
