Governor Toni Whitaker called the meeting of the Society of Women Engineers (SWE) Region E Council to order at 4:38 p.m. EST, March 7, 2009 at the Cornell University Campus Phillips Hall, Ithaca, NY. Roll Call and Quorum Verification Lt. Governor Toni Whitaker welcomed everyone to the meeting. Treasurer Colleen Layman verified a quorum of 16 representatives in attendance. The attendance list, including representatives, non-voting members of the Council, and others, is presented in Appendix A. Meeting Rules and Agenda Review The agenda was presented for review and discussion. No changes or additions were requested. Motion was made by Colleen Layman and seconded by Janet Anderson to adopt the agenda. Motion approved. Lt. Governor Report On the last BOD teleconference, the following key motions were approved: 0945: Revoke B001 Kern County Section Charter 0946: Revoke B077 DeVry Phoenix Collegiate Section Charter 0947: Approve Joint Membership Extensions 0952: Approve Location and Dates for 2012 National Conference Houston, November 8-10, 2012 Regarding the DeVry Phoenix collegiate section, SWE may look into combining all of the DeVry campuses into one virtual SWE section. Hotel blocks for 2009 conference are open (http://we09.swe.org). SWE is again using the housing bureau for attendees to make reservations. Reservations can be cancelled 31 or more days prior to arrival without penalty. Those cancelled within 30 days will be charged one night's lodging fee. SWE will provide shuttles to/from all contracted hotels to the convention center. As hotels fill up, additional contracts with other hotels will be added. Please support SWE by making your reservation with one of the contracted hotels if possible. Last minute cancellations and choosing other hotels puts SWE in jeopardy of meeting its contractual obligations, resulting in monetary penalties. We have received two entries from the technical paper competition. Papers are due at the end of March, with a final decision made in April. Volunteers are needed for the special projects committee. Please contact Cheryl Manning if interested in serving on this committee. Treasurer Report Colleen Layman provided an update on the funds available to the region. The regions total assets were $55,726.94. The funds available for special projects were $7550. IRS E Postcards were due Nov 15th. Section financial reports are due by July 31st. Failure to submit the financial reports results in the withholding of rebate checks. Contact Colleen if you have any questions on the submissions of either of these items. Member at Large Report Karen Roth introduced herself to fellow MALs and provided information on the MAL community. She has been putting MALs in similar zip codes and areas in contact with each other. Leadership Coaching Committee Karen is traveling to several sections this spring. She will be deputy chair of LCC next year, and is looking for another coach for next year to help with the region. Another region leadership coaching retreat will occur again at the beginning of FY10. Membership Report Diana Joch reviewed professional and collegiate goals and status on meeting those goals. February membership reports should be sent within the next few days. Diana also recapped the COR motions passed regarding membership: college to career, joint memberships, and international tiered dues. The educator dues structure is still under discussion by Membership Committee. Various SWE History Awards in celebration of 60 years of SWE will be given at both WE09 in Long Beach and WE10 in Orlando. The Governance Documents Community contains a file listing the section charter dates for both professional and collegiate sections. March membership numbers are used to calculate section reps and for awards; those number should be available from HQ by April 10th. Work in progress to celebrate section 5, 10, 25, and 50 year anniversaries. Bylaws Report Diana Joch provided an update on bylaws on behalf of Sandra Hyland. All sections need to update their bylaws using the new templates, if not done already. There are now two templates available: standard bylaws (use as is with no changes) and a second template that allows for certain changes. Goal is to have updates completed by end of year. The latest bylaws templates for sections and regions will be available soon; these will incorporate the changes flowed down from the Society bylaws changes from November 2008 as well as other small wording changes for clarification and consistency across the templates. For the region bylaws, one additional change is to allow regions the flexibility to hold their region council business meetings either at the Society conference or at the region conference; the existing region bylaws require that regions hold a business meeting at the Society conference. This change does not mean that members of the region would not still have an opportunity to meet at the conference, just that a formal business meeting would not need to be held. The Regions will have up to six months to incorporate and vote on the changes to the region bylaws once the new template is approved by the BOD. Several members expressed their frustration with the bylaws approval process and the need for additional flexibility in regards to elections. Outreach Report Mary Perkinson reviewed the details of the Wow! Thats Engineering program and the program development grant specifically for that program. In addition, Program Development Grant funds are available for other outreach events. See the PDG Community or contact Mary for more information and the templates. SASS-E Girlz The Skillsthe Attitudethe Science...the Smartsfor Engineering is a new program focused on middle school outreach. This is a new package of material and contains step by step guides and handouts for fun activities for that age group. A webinar regarding this new program is available in the Outreach Community or under the Aspire link from the SWE website. Region Elections Report A final solicitation of nominees for FY10 region officers was made. The resulting slate for FY10 was: Lt. Governor: Cheryl Manning, Suzanne Matthews Secretary: Janet Anderson Treasurer: Carmen Boelte Region Nominating Committee Chair: Angela Waller Motion was made by Lisa Walton and seconded by Janet Anderson to close the nominations. Motion approved. The candidates for Lt. Governor were provided an opportunity to speak. Alexis McKittrick spoke on behalf of candidate Suzanne Matthews. Nora Davis and Lorraine Hulcher were selected as the Tellers Committee for this election. Cheryl Manning was elected as Lt. Governor. Motion was made by Lisa Walton and seconded by Heather Bernardin to elect the region officers for secretary, treasurer and the region nominating committee chair by acclamation. Motion approved. The Region E Governor candidate is Colleen Layman. Candidates for professional Senator are: Mary Perkinson, Heather Bernardin and Kate Cicchino. The Region E Governor and Senator elections will be conducted in conjunction with the national officer election in April. New Business Next Region E Council Meeting Heather Bernardin asked about the impact the changes to the region bylaws template would have on when the region council needs to meet. Diana Joch provided information that a change proposed in the region bylaws template allows for the flexibility for the region council business meetings to occur at either the Societys annual conference or at the region conference. The region bylaws template will be approved by the BOD shortly. After that, the regions have up to six months to adopt the changes. However, until the region council adopts the changes, a formal business meeting of the region council is required at the annual conference, and would be held on Thursday, October 15, 2009. Diana suggested leaving the date for the next meeting as TBD for now. 2010 Region E Conference Bid Krista Pohl (PHI), Danielle Dunn (PHI) and Julie Williams (UPenn) presented details on their bid to hold the 2010 Region E Conference. The proposal is to hold the conference in Philadelphia, PA at the Sheraton University City Hotel and University of Pennsylvania Campus on March 19-21, 2010.
